TMC (or TMD; for Trust, Maturity, Dedication) stands for Trust, Maturity and Contribution. Those are the minimum requirements you have to show to be allowed to play Intruder. It's the code of honor for every Intruder. So: Be kind, show trust, help people and contribute to the community on Reddit, the IRC Channel and in the Forum
